  13. Tap the option of Administrative language by going to the right pane.
  14. Tap the "Copy settings button" in the Administrative tab.
  15. Look for the welcome screen, and the system accounts and the new user accounts option under Copy the current settings too.
  16. Tap the "OK" button.
  17. Tap the "OK" button again.
  18. Now begin with the device again.
Now everything on the device along with the sign in settings, websites, File Explorer and the sites are going to use the new language of default.
 Although it can be evident for users to lose Cortana on the windows, it is a feature that can’t be supported on each of the language and the region.
