#2 Try lowering the quality of the video

Note: If you go below 360p, it means the video will become pixilated.

Keeping this in mind, users must consider blocking two IP addresses in order to get this back to normal, and they usually are 173.194.55.0/24 and 206.111.0.0/16.
First of all, you need to open the Command Prompt by tapping on the Cortana button and typing Command Prompt in the search box.
Doing so will show you Command Prompt in the search results; so simply right click on it, and tap Run as administrator.
After that, you just need to copy and paste the following command into the Command Prompt:
  • =block remoteip=173.194.55.0/24,206.111.0.0/16 enable=yes netsh advfirewall firewall add rule name=”YouTubeTweak” dir=in action
And then press Enter, and close the window.
#5 Disable VPN service
If you are using a VPN service, you should try disabling it and then see if that works better for you. If you are not using a VPN, you can use free VPN software for video streaming and then see if that makes a difference.
